On Thursday September 6th<\/sup>, 2018, the tender documents and drawings for Stage B\u2019 of the tender were delivered to the bidders who were pre-selected during stage A\u2019 of the same tender, and namely to the following entities:<\/p>

    The candidate contractors are invited to submit their technical and financial offers by Friday, March 15th<\/sup>, 2019.<\/p>

    The project\u2019s budget rises to the amount of 1,510,000,000 Euros and its construction is foreseen to take 8 years.<\/p>

    This new development is a major step towards the implementation of the most important infrastructure project, which will decisively improve the quality of life of the residents in Attika region.<\/p>

    DESCRIPTION OF THE PROJECT<\/strong><\/h5>

    Section \u0391\u2019 \u201cAlsos Veikou \u2013 Goudi\u201d, which is the scope of the present tender procedure, has been planned so as to serve a number of densely populated areas within the Athens Basin and particularly the center of Athens by constructing four new stations (namely, the stations of Exarchia, Akademia, Kolonaki, Evangelismos).<\/p>

    The alignment of the Line stretches from the area of Alsos Veikou to Goudi and the Katehaki TBM Shaft; from an administrative point of view, the project falls within the boundaries of the Municipalities of Athens, Galatsi, Kessariani and Zografou. Its overall length is approximately 12.8 Km and it incorporates:<\/p>

    Fifteen (15)<\/em><\/strong>\u00a0new underground stations: Alsos Veikou, Galatsi, Elikonos, Kypseli, Dikastiria, Alexandras, Exarchia, Akademia, Kolonaki, Evangelismos, Kessariani, Panepistimioupoli, Ilissia, Zografou, Goudi,<\/p>

    Nine (9)<\/em><\/strong>\u00a0intershafts and\/or terminal shafts.<\/p>

    Double track tunnel,\u00a0<\/em><\/strong>which will be bored by at least two Tunnel Boring Machines (TBM), approximately\u00a010,307 m <\/strong>long.<\/strong><\/p>

    Underground\u00a0<\/em><\/strong>double track, triple track and turnout\u00a0tunnels\u00a0<\/strong><\/em>bored by conventional mechanical means.<\/p>

    Underground Single Track Tunnels (STT)<\/em><\/strong>\u00a0bored by conventional mechanical means, approximately 850.0 m long.<\/p>

    Two forestations on the line<\/em><\/strong>, before Also Veikou Station (underneath Veikou Av.) and after Goudi Station (underneath Katehaki Av.).<\/p>

    One (1) new Operation Control Center (OCC)<\/em><\/strong>\u00a0for Line 4, designed to incorporate operational control of lines 1, 2, 3, as well as of future new automatic lines and the Tramway line. The new OCC shall be situated within the boundaries of Sepolia Depot.<\/p>

    One (1) new building<\/em><\/strong>\u00a0intended for the maintenance and repair of the new trains. The building will be erected in an available space located within the boundaries of Sepolia Depot.<\/p>

    The Project also includes the necessary rolling stock (20 automated driverless trains) and all the Electromechanical and Railway Systems required for the operation of the Line.<\/p>

    Budget:\u00a0\u20ac1,510,000,000.00<\/strong><\/p>

    Construction period:\u00a08 years<\/strong><\/p>

    The criterion for Contract award is the most advantageous offer from a financial point of view, on the basis of the optimum quality-to-price ratio, as per article 311 of Law 4412\/16.<\/p>

    SCOPE OF THE CONTRACT<\/strong><\/h5>

    The scope of the Contract is the preparation of the Final Design and the Detailed Final Design, the construction of Civil Works, the supply, installation, testing and commissioning of the Electromechanical and Railway Equipment, the maintenance of the Project, the training of the personnel and the supply of the spare parts for the Metro Line 4, Section A\u2019 Alsos Veikou \u2013 Goudi.<\/p>

    In addition, the scope of the Project includes the following items, not limited to them. Namely:<\/p>

    • All Final Designs, Detailed Final Designs and other necessary designs<\/li>
    • Additional surveys (Supplementary Ground Investigation)<\/li>
    • All topographical designs and works necessary in the framework of the Project construction needs<\/li>
    • Risk assessment and management<\/li>
    • Traffic diversions<\/li>
    • Arrangement of Worksite Areas \u2013 Worksite Installations<\/li>
    • Geomechanical and Structural Monitoring of the Project structures, its influence zone and the buildings and structures within this zone.<\/li>
    • Electronic Document Management System (EDMS).<\/li>
    • Application of the Building Information Modelling in the design process.<\/li>
    • Temporary and permanent structures for Civil Works in stations, tunnels, shafts and the buildings of Sepolia Depot.<\/li>
    • Ground improvement works and works for strengthening the direct tunnel support measures, etc., where and as required.<\/li>
    • Application of prevention, protection and\/or repair measures for all buildings and other infrastructure\/structures, on account of the Project construction works.<\/li>
    • Architectural finishes in stations, shafts and the buildings in Sepolia Depot.<\/li>
    • Permanent connections of the structures with the PUO networks.<\/li>
    • Works for the reinstatement of the areas around stations, shaft, buildings and other areas where interventions have taken place in the framework of the Metro Line 4 Project.<\/li>
    • Supply and installation of the necessary E\/M and Railway Systems.<\/li>
    • Supply, testing and commissioning of the necessary rolling stock.<\/li>
    • Testing and commissioning of the Electromechanical and Railway Systems.<\/li>
    • Project organization and maintenance.<\/li>
    • Training of the operation and maintenance personnel.<\/li>
    • Supply of the necessary spare parts of the Project.<\/li><\/ul>

      APPLICABLE LEGISLATION<\/u><\/em><\/strong><\/h5>

      The following stipulations apply in connection with the contract\u2019s award and execution:<\/p>
